In a significant move towards resolving decades-long conflict, Turkey's legislature has approved a bill offering conditional pardons to thousands of members of the Kurdistan Workers’ Party (PKK). Passed with substantial majority, the legislation allows PKK militants to reintegrate into civilian life, contingent on disarmament, rather than granting a total amnesty.

This legislative initiative marks the first formal step by Turkiye's government towards closing a violent chapter that started in 1984 with the PKK’s insurgency. Identified as a terrorist organization by Turkiye, the United States, and the European Union, the PKK's rebellion has resulted in over 40,000 fatalities and significant socio-economic challenges, particularly in the predominantly Kurdish southeast.

Supported by President Erdogan’s AK Party and the pro-Kurdish DEM Party, the bill temporarily halts certain prosecutions and sentences, facilitating a potential release of approximately 3,500 detainees linked to the PKK, constituting a third of the current imprisoned contingent. This development follows a period of continued advocacy for disarmament by Abdullah Ocalan, the imprisoned founder of the PKK.
