Iran has dispatched a technical team focusing on the existing memorandum's implementation. Key issues include managing shipping activities in the Strait of Hormuz and unlocking $6 billion in Iranian assets. Tehran's delegation has raised significant critiques about the memorandum's progress, particularly Article 1, concerning the ceasefire in South Lebanon.

Tensions center on Article 5, which involves traffic control in the Strait of Hormuz during the negotiation period. While Iran interprets this article as granting them regulatory authority, the US expects unimpeded traffic flow. Additional routes in the waterway, deemed uncoordinated by Iran, exacerbate these disputes. Qatar's Foreign Ministry noted the effectiveness of a hotline in defusing recent tensions in the strait, collaborating with Oman for secure passage.
