The decision, rendered on July 29, stated that migrants swimming into the Spanish territories of Ceuta and Melilla are subject to comprehensive legal processing, rather than immediate return to Morocco.

This ruling rapidly morphed into a misleading online narrative, asserting an unrestricted gateway to Europe for those arriving by sea. Informal networks and smuggling operations across North Africa seized upon and magnified this opportunity. Within days, individuals in Morocco and Algeria orchestrated online campaigns encouraging mass movement toward Ceuta, using platforms like Facebook and Instagram to galvanize potential migrants.

By August 3, this digital misinformation campaign had materialized into a physical surge, with nearly 60,000 individuals reaching Ceuta. The campaign spurred logistical support, guiding individuals on launch points, and marketing essentials like inflatable boats.
